Mirrlees, Bickerton and Day, Limited, of Hazel Grove, Stockport, to the Cooper Company of Manila, and to transmit to you, to be laid before Viscount Grey of Fallodon, the accompanying copy of a despatch, which has been sent to the Governor of Hong Kong in the matter.

I am to state that Mr. Bonar Law will give instructions to all the forwarding responsible Colonies and Protectorates in the sense of the last paragraph of your letter under acknowledgment, but that he would first be glad to know whether it refers only to goods shipped from the United Kingdom and not to goods shipped from foreign
